State Representative Randy Boehning (R) ND repeatedly avoids denial of child rape allegation
Text of e-mail sent to Randy Boehning seeking answer from Representative Boehning regarding reports, tips, allegations of he being a participant in for instance - anal intercourse with a then 15 year old male. Another adult male received 50 years in prison with 15 years suspended for having sex with the same 15 year old male

Dear Representative Boehning,
It has been represented in publicly disseminated materials that you have spent a good deal of time in Minot, ND in regard your business pursuits.
In May 2015 Sawyer ND School Superintendent Charles Soper was charged in relation to a variety of charges relating to improper sexual contact with a minor, a then 15 year old male Matthew Thrailkill, now an adult. According to an affidavit executed by Minot ND PD law enforcement officer Greg Johnson refers to the involvement of another adult male, in the, it appears 11 time meetings of Mr. Soper, Master/Mister Thrailkill and the unidentified/unindicted adult male.
Hon District Judge Douglas Mattson on his own leave issued on 30 October 2015 issued an "ORDER RESTRICTING EXTRAJUDICIAL COMMENTS".
As a disposition in the case Mr. Soper in a "plea deal" received a sentence of 50 years in the ND Penitentiary with 15 of those years being suspended,
It appears that Mr. Soper received a sentence that is very long considering the penalties handed down to, for instance, female educators in the state of North Dakota accused and convicted of having sex with underage students. The females receiving sentences in jail of days, weeks and nothing at all.
Citizens have asked me, a Fargo resident, to come to Minot to get to the bottom of the situation and I am beginning to look at time-frames and considering the length of time that may be required to get answers on the ground in Minot.
Some years ago Chester Reitan's Minot TV weatherman was arrested a the KXMC news station for sexual contact with a Minot (his grandson - John Vigestad's, if I am remembering correctly). If Mr. Reitan's employee did not walk, what kind of category of individual can? An elected official?
Mr. Boehning, your name has been brought up to me a a likely possible identity of the adult male who walked. Have you ever had contact directly or indirectly (Grindr for instance - Matthew Thrailkill has according to the record [his identity not disclosed in the court file) possessed multiple Grindr accounts] Mr. Charles Soper and/or Matthew Thrailkill? Are you the unindicted male involved in the Thrailkill matter?
Minot is not a large community, nor is the ND Grindr community.
If you are not the unindicted adult male would you please provide, given the seriousness of having an adult male as culpable as Mr. Soper walking in this matter - and walking, it appears, because of social, economic or political consideration, alibi and exculpatory evidence, in detail, showing why it is not you?
Further, if it is not you, your superior knowledge and known habitual accessing and use of Grindr and your disseminating unsolicited photos during the time frame of the Thrailkill case gives you, it appears, an unprecedented knowledge of the gamut of possible persons who may be the apparent unindicted male - utilizing your apparent superior knowledge here may aid in the public learning about what Mr. Dan Rather has stated is actually news - that being what people in power do not desire the public to learn.
Mr. Soper, it appears to me been treated inappropriately in the representation of himself by it appears incompetent and perhaps controlled by the court appointed counsel. Law enforcement has, it appear, failed to bring all those involved in the apparently 11 time oral and anal copulation sessions to it appears a necessary under the equal application of law - indictment. His sentencing appear to me to be draconian, intemperate and unequal compared to other persons similarly situated. The matters that appear to undermine any and all possible remaining trust between the citizen of North Dakota continue to grow.
Representative Boehning, please respond in depth and comprehensibly, within 7 days, and please share those comments to Mr. Hagen and Mr. Holmseth as well. There is also a bcc distribution. Thank You.
